This sub-fond consists of records generated, received or accumulated by the Strategic Planning Office, which mainly document HKIEd’s strategic development planning, working progress on University Title, HKIEd academic development, UGC visits and the organisation of strategic events such as senior management retreat and roundtables of Presidents of Universities of Education.

The records reflect the administrative and research activities of the Office in academic manpower planning, academic planning, and strategic development. The records also document the Office's involvement in a number of events significant to the development of the HKIEd.

In September 2007, the University Grants Committee (UGC) set up the Review Group on the Hong Kong Institute of Education (HKIEd) in response to the Government's invitation for expert advice on the Development Blueprint put forward by the Institute. The Review Group visited the HKIEd Tai Po Campus on 7 January 2008.

This file contains records of preparatory and mock meetings conducted by HKIEd in anticipation of the UGC Review Group's visit, as well as Notes of Meetings with the UGC. It also includes meeting notes and correspondences with the UGC following the visit on 7 January 2008.

The first Asian Roundtable of Presidents of Universities of Education was organised by the Hong Kong Institute of Education in May 2009. Over 30 presidents and representatives of normal universities and universities of education from Asia and Europe attended.

The Second Asian Roundtable was held on 3 November 2011 under the theme of “Envisioning the Future of Asian Universities of Education”.

In March 2007, members of the Council, management, staff and student representatives held a retreat, uniting to work out strategies that would drive the Hong Kong Institute of Education’s development forward. A major resolution passed at the gathering included the working out of development plans. In line with the Institute’s application for a university title.

After the retreat, senior management set to work immediately, establishing a work group, which took charge to study the future educational needs of the education and wider community in Hong Kong, the Chinese Mainland and the Asia-Pacific Region; and the impact these needs would have on the role and positioning of the Institute. With the input of staff, students and the entire Institute community, as well as several rounds of workshops, forums and e-communications, plans proposed by the Work Group were eventually fine-tuned and articulated into a document called the Development Blueprint.

Management retreat records

This file comprises records documenting University management retreats supported by the Office of Planning and Academic Implementation (later renamed as Office of Strategic and Academic Planning and Strategic Planning Office). Records typically include the retreat programme, group lists, presentation slides, reference reading materials, retreat summary reports, group reports, discussion summaries, post retreat evaluation forms and reports, and email communications with external and internal parties.

The file also includes photographic documentation (photo albums/negatives) depicting retreat proceedings and group sessions.

In June 2007 the Institute has submitted the Development Blueprint to the Government of the HKSAR for the quest of a university title. To support the effective implementation of the Development Blueprint, the Senior Management Committee on 15 August 2007 decided to set up the Blueprint Steering Committee under the President to take charge of the overall planning and development of the related tasks.
