In October 2009, the Office of Strategic and Academic Planning was renamed the Strategic Planning Office (SPO) and became solely responsible for supporting the President and senior management in the strategic planning and development of HKIEd. From 2009, SPO published an internal issue of the Planning Brief twice a year. The aim was to inform and support the planning and decision-making processes of Senior Management and related academic and administrative offices.
SPO was closed in July 2012.

The Office of Academic Implementation renamed the Office of Planning and Academic Implementation (PAI) in early 1998 to support three central planning aspects of the Institute, namely, academic manpower planning, academic planning and strategic planning. The office collaborated with the Management Information Systems section of the Office of Information Technology and Services to develop a management information system that facilitates strategic and manpower planning within the institute.
Dr Lai Kwok-chan served as Head of the Office until his retirement in June 2012.

Since the establishment of the HKIEd in 1994, there has been an increasing need for the Institute to develop an equitable and accountable policy to facilitate and inform academic manpower planning, forecasting and allocation of resources to various departments. An Office of Academic Implementation (AI) was established in the 1996/1997 academic year.

Scope and content
This series comprises records relating to the formulation, review and implementation of the HKIEd's Academic Development Proposals (ADPs). The core objective of submitting an ADP was to compete for excellence in resources, optimise the academic landscape and enhance international competitiveness within a stable institutional framework.
The records include proposals, supporting research, correspondence, minutes, statistical analyses and other planning documents relating to academic development. Topics include programme development, academic structures, staffing qualifications, academic strengths, teacher supply and demand, and the HKIEd's distinctive positioning within the higher education sector.
The records document multiple planning cycles and demonstrate the HKIEd's academic development strategies over time.

Following its integration into the University Grants Committee (UGC) umbrella in July 1996, HKIEd was legally bound by the mandatory triennial funding and planning cycles, requiring the submission of Acadecmic Development Proposal (ADP) every three years to secure recurrent block grants and student enrollment quotas.
In response to a severe 14% cut in funding and student places during the 2005-2008 triennium driven by declining birth rates, the Institute developed its "Education-plus" vision. This strategy culminated in the landmark 2009-2012 ADP, which successfully secured UGC approval to launch HKIEd's first non-education undergraduate programmes (BA and BSSc) and formal research postgraduate tracks (MPhil/PhD). By expanding into these fields, the proposal provided the critical proof of multidisciplinary capability required by the Government of the HKSAR to grant full university.
