This series comprises records relating to the formulation, review and implementation of the HKIEd's Academic Development Proposals (ADPs). The core objective of submitting an ADP was to compete for excellence in resources, optimise the academic landscape and enhance international competitiveness within a stable institutional framework.

The records include proposals, supporting research, correspondence, minutes, statistical analyses and other planning documents relating to academic development. Topics include programme development, academic structures, staffing qualifications, academic strengths, teacher supply and demand, and the HKIEd's distinctive positioning within the higher education sector.

The records document multiple planning cycles and demonstrate the HKIEd's academic development strategies over time.

This sub-fond consists of records generated, received or accumulated by the Strategic Planning Office (SPO), which mainly document HKIEd’s strategic development planning, working progress on University Title, HKIEd academic development, UGC visits and the organisation of strategic events such as senior management retreat and roundtables of Presidents of Universities of Education.

The sub-fond also includes records inherited from and created by predecessor offices whose functions were assumed by the SPO following organisational restructuring or administrative changes.

The records reflect the administrative and research activities of SPO in academic manpower planning, academic planning, and strategic development. The records also document SPO's involvement in a number of events significant to the development of the HKIEd.
