Since the establishment of the HKIEd in 1994, there has been an increasing need for the Institute to develop an equitable and accountable policy to facilitate and inform academic manpower planning, forecasting and allocation of resources to various departments. An Office of Academic Implementation (AI) was established in the 1996/1997 academic year.

The Office of Academic Implementation renamed the Office of Planning and Academic Implementation (PAI) in early 1998 to support three central planning aspects of the Institute, namely, academic manpower planning, academic planning and strategic planning. The office collaborated with the Management Information Systems section of the Office of Information Technology and Services to develop a management information system that facilitates strategic and manpower planning within the institute.
Dr Lai Kwok-chan served as Head of the Office until his retirement in June 2012.

This subseries comprises profiles of academic staff at the School of Creative Arts, Sciences and Technology, the School of Early Childhood Education and the School of Foundations in Education, as well as analyses of the academic strengths of each department. This information was prepared for Academic Development Proposal 2001-04.
