Administrative history

Since the establishment of the HKIEd in 1994, there has been an increasing need for the Institute to develop an equitable and accountable policy to facilitate and inform academic manpower planning, forecasting and allocation of resources to various departments. An Office of Academic Implementation (AI) was established in the 1996/1997 academic year.

Administrative history

The Office of Academic Implementation renamed the Office of Planning and Academic Implementation (PAI) in early 1998 to support three central planning aspects of the Institute, namely, academic manpower planning, academic planning and strategic planning. The office collaborated with the Management Information Systems section of the Office of Information Technology and Services to develop a management information system that facilitates strategic and manpower planning within the institute.

Dr Lai Kwok-chan served as Head of the Office until his retirement in June 2012.

Administrative history

In October 2009, the Office of Strategic and Academic Planning was renamed the Strategic Planning Office (SPO) and became solely responsible for supporting the President and senior management in the strategic planning and development of HKIEd. From 2009, SPO published an internal issue of the Planning Brief twice a year. The aim was to inform and support the planning and decision-making processes of Senior Management and related academic and administrative offices.

SPO was closed in July 2012.

    The files cover the four major eras of academic development planning at the HKIEd, reflecting a historical path defined by changes in public policy and demographic shifts:

    • 1998-2001 Triennium: Initial period of integration into the University Grants Committee, consolidation of the new Tai Po campus and the launch of full degree level studies.

    • 2001-2004 Triennium: Financial crisis leading to a sector wide 5% cost reduction across higher education and the historic peak period for in service teacher retraining in response to the "All-graduate, all-trained" policy announced by the Government of the HKSAR in 1997.

    • 2005-2008 Triennium: Sharp drop in birth rates leading to a severe 14% student quota reduction, implementation of staff redundancies and voluntary departure schemes and the formulation of the 2007 Development Blueprint.

    • 2009-2011 Cycle: Transitional planning period for the 3-3-4 higher education academic structure reform and the successful launching of the first multidisciplinary BA and BSSc programmes along with the first 30 funded research postgraduate places.
