This folder documents the workshop held on 23 March 1999 to support the development of the Academic Plan Prpgramme (APP), and includes materials such as workshop agendas, presentation slides, discussion summaries, participant feedback and preparatory documents.

The web page highlighted the major features and the pith of the Strategic Plan for 1999-2004 including the Vision, Mission and Guiding Values of the Institute as well as Strategic Objectives and Strategies in the seven Key Result Areas (KRAs).

This folder comprises materials related to the design and development of a webpage for the Strategy 2000. Records include draft layouts, content outlines, wireframes, text drafts, revision notes, and correspondence concerning the structure, visual presentation, and messaging of the webpage. These materials document the planning, creative development, and decision‑making processes involved in presenting the strategic plan through an online platform.

This sub-fond consists of records generated, received or accumulated by the Strategic Planning Office, which mainly document HKIEd’s strategic development planning, working progress on University Title, HKIEd academic development, UGC visits and the organisation of strategic events such as senior management retreat and roundtables of Presidents of Universities of Education.

The records reflect the administrative and research activities of the Office in academic manpower planning, academic planning, and strategic development. The records also document the Office's involvement in a number of events significant to the development of the HKIEd.

The objectives of the Staff Forum were to inform staff of recent developments in the strategic planning and implementation process, and to discuss their role in achieving the Vision of the Strategy 2000.

The folder contains the director's script for the staff forum, the presentation slides, the invitation letter and the workshop programme. It also contains Dr Lonsdale's suggestions on the strategic implementation process.

This file contains the views of internal staff and external stakeholders, gathered through Delphi rounds and SWOT analyses, which support institutional strategic planning. Together with insights collected from open forums, these materials informed decisions regarding the strategic direction of the Institute in Strategy 2000.

In parallel with the Vision Statement, a Strategic Plan Working Group chaired by Dr KC Pang, the Deputy Director, was established in December 1997, with a mandate to develop a strategic plan for the Institute that would guide short-term and long-term developments and resource allocation.

The Working Group drew upon a large database of views from internal staff and external stakeholders collected through Delphi and SWOT (strengths, weaknesses, opportunities, threats) analyses. These analyses, along with a number of open forums, helped shape decisions about the Institute's strategic direction in Strategy 2000: strategic plan for 1999-2004.

In April 2000, the Working Group on the Development of the Strategic Plan was renamed the Advisory Committee on Strategic Planning and Implementation (ACSPI) to better reflect its new focus on providing advice and support to the Directorate on issues relating to the implementation of Strategy 2000.

The Office of the Planning and Academic Implementation (PAI) served as the unit responsible for all logistical support and for carrying out the implementation work required by the Working Group.

Later, in April 2000, PAI Office's role shifted to supporting the Advisory Committee in modifying the "Strategy 2000" to account for contextual changes brought about by reforms in school and tertiary education (in particular, the wide-ranging reform proposals of the Education Commission).

In 2004, the Advisory Group on Strategic Planning (AGSP) was set up to gather expertise in different areas to as a “think tank” and advise the Senior Management on the future development of the Institute.
