This sub-fond consists of records generated, received or accumulated by the Strategic Planning Office (SPO), which mainly document HKIEd’s strategic development planning, working progress on University Title, HKIEd academic development, UGC visits and the organisation of strategic events such as senior management retreat and roundtables of Presidents of Universities of Education.
The sub-fond also includes records inherited from and created by predecessor offices whose functions were assumed by the SPO following organisational restructuring or administrative changes.
The records reflect the administrative and research activities of SPO in academic manpower planning, academic planning, and strategic development. The records also document SPO's involvement in a number of events significant to the development of the HKIEd.

The objectives of the Staff Forum were to inform staff of recent developments in the strategic planning and implementation process, and to discuss their role in achieving the Vision of the Strategy 2000.
The folder contains the director's script for the staff forum, the presentation slides, the invitation letter and the workshop programme. It also contains Dr Lonsdale's suggestions on the strategic implementation process.

In September 2007, the University Grants Committee (UGC) set up the Review Group on the Hong Kong Institute of Education (HKIEd) in response to the Government's invitation for expert advice on the Development Blueprint put forward by the Institute. The Review Group visited the HKIEd Tai Po Campus on 7 January 2008.
This file contains records of preparatory and mock meetings conducted by HKIEd in anticipation of the UGC Review Group's visit, as well as Notes of Meetings with the UGC. It also includes meeting notes and correspondences with the UGC following the visit on 7 January 2008.
Hong Kong Institute of Education. Office of Strategic and Academic Planning.In parallel with the Vision Statement, a Strategic Plan Working Group chaired by Dr KC Pang, the Deputy Director, was established in December 1997, with a mandate to develop a strategic plan for the Institute that would guide short-term and long-term developments and resource allocation.
The Working Group drew upon a large database of views from internal staff and external stakeholders collected through Delphi and SWOT (strengths, weaknesses, opportunities, threats) analyses. These analyses, along with a number of open forums, helped shape decisions about the Institute's strategic direction in Strategy 2000: strategic plan for 1999-2004.
In April 2000, the Working Group on the Development of the Strategic Plan was renamed the Advisory Committee on Strategic Planning and Implementation (ACSPI) to better reflect its new focus on providing advice and support to the Directorate on issues relating to the implementation of Strategy 2000.
The Office of the Planning and Academic Implementation (PAI) served as the unit responsible for all logistical support and for carrying out the implementation work required by the Working Group.
Later, in April 2000, PAI Office's role shifted to supporting the Advisory Committee in modifying the "Strategy 2000" to account for contextual changes brought about by reforms in school and tertiary education (in particular, the wide-ranging reform proposals of the Education Commission).
