The series consists of both administrative and programme records of the Association of Lecturers at Colleges of Education dated 1966 to 1985, including meeting notices and minutes, constitutions, bank statements, financial reports, correspondence, newsletters, and members' lists.

In parallel with the Vision Statement, a Strategic Plan Working Group chaired by Dr KC Pang, the Deputy Director, was established in December 1997, with a mandate to develop a strategic plan for the Institute that would guide short-term and long-term developments and resource allocation.
The Working Group drew upon a large database of views from internal staff and external stakeholders collected through Delphi and SWOT (strengths, weaknesses, opportunities, threats) analyses. These analyses, along with a number of open forums, helped shape decisions about the Institute's strategic direction in Strategy 2000: strategic plan for 1999-2004.
In April 2000, the Working Group on the Development of the Strategic Plan was renamed the Advisory Committee on Strategic Planning and Implementation (ACSPI) to better reflect its new focus on providing advice and support to the Directorate on issues relating to the implementation of Strategy 2000.
The Office of the Planning and Academic Implementation (PAI) served as the unit responsible for all logistical support and for carrying out the implementation work required by the Working Group.
Later, in April 2000, PAI Office's role shifted to supporting the Advisory Committee in modifying the "Strategy 2000" to account for contextual changes brought about by reforms in school and tertiary education (in particular, the wide-ranging reform proposals of the Education Commission).

The goal was to prepare future teachers and educators to meet the needs of the 21st-century globalised information era.

In 2004, the Advisory Group on Strategic Planning (AGSP) was set up to gather expertise in different areas to as a “think tank” and advise the Senior Management on the future development of the Institute.

Hong Kong Institute of Education. Division of Primary Education.The In-service Course for Teachers of English in Secondary Schools aimed to further develop the professionalism of English teachers in the context of the Hong Kong secondary school curriculum through reflecting upon theory and practices.

Hong Kong Institute of Education. Board of Language in Education. Department of English.In February 2009, the University Grants Committee published its Review Report, which recommended one of two options for the Hong Kong Institute of Education to “develop into a multidisciplinary, institution with a focus on education and other complementary disciplines, primarily offering undergraduate and postgraduate degree programmes and undertaking research and research training”. The Review Report provided a clear roadmap for the Institute’s development into an education-focused, multidisciplinary institute with strong research capabilities.
In January 2012, the Institute submitted a report entitled Final Preparation for University Title to the Education Bureau of the Government of the HKSAR. The report articulated that the Institute has transformed into a university-level institution providing multidisciplinary programs at all levels and conducting active research.
This file contains the agenda and minutes of the Steering Committee on University Title, which was responsible for adopting strategies for the re‑submission to the Government of the HKSAR and for considering and endorsing the draft Re‑submission Documents for Academic Board consideration and Council approval.
In addition, the file includes multiple draft versions of the Final Preparation for University Title, reflecting revisions made during the drafting process.
Hong Kong Institute of Education. Strategic Planning Office.The first Asian Roundtable of Presidents of Universities of Education was organised by the Hong Kong Institute of Education in May 2009. Over 30 presidents and representatives of normal universities and universities of education from Asia and Europe attended.
The Second Asian Roundtable was held on 3 November 2011 under the theme of “Envisioning the Future of Asian Universities of Education”.

Hong Kong Institute of Education. Division of Primary Education.In March 2007, members of the Council, management, staff and student representatives held a retreat, uniting to work out strategies that would drive the Hong Kong Institute of Education’s development forward. A major resolution passed at the gathering included the working out of development plans. In line with the Institute’s application for a university title.
After the retreat, senior management set to work immediately, establishing a work group, which took charge to study the future educational needs of the education and wider community in Hong Kong, the Chinese Mainland and the Asia-Pacific Region; and the impact these needs would have on the role and positioning of the Institute. With the input of staff, students and the entire Institute community, as well as several rounds of workshops, forums and e-communications, plans proposed by the Work Group were eventually fine-tuned and articulated into a document called the Development Blueprint.
