This file contains records of the Postgraduate Diploma in Education (Secondary) and (Technology) Programme Committee, which was responsible for matters concerning programme implementation and operations. The Programme Committee, chaired by the Programme Leader and comprised of the Programme Coordinators, Assistant Programme Coordinator, Field Experience Coordinator, departmental representatives and participant representatives, has an important role on ensuring quality in such issues as the balance of assignment workloads in modules from different departments, admissions, curriculum review, and coordination between teaching and Field Experience.

Records include meeting papers, minutes, reports on programme implementation, module examiner’s reports, external examiner’s reports, departmental responses to programme evaluation results, a polit study report, and a consolidated assessment scheme. Minutes of other related meetings, including Staff-Participant Consultative Meetings and Teaching Team Meetings, are also included. Together, the records document the Committee’s oversight, evaluation, and operational decision making.

In 1994, the old Teacher’s Certificate courses were replaced by this new Certificate in Education (CE) courses, consisting of four domains: Professional Studies, Curriculum Studies, Academic Studies and General Education, and a Practicum component, which integrated theory and practice through seminars and a comprehensive range of school experience. The introduction of CE courses represented the most significant development in the founding year.

The Environmental Studies module was part of the “Academic Studies” area.

This file consists of the module outline and examination questions. It also includes information on the allocation of optional modules and the 1994–95 timetable.

This series consists of records relating to the development and review of full-time and part-time courses which were offered at the Colleges of Education, the Hong Kong Technical Teachers' College (HKTTC), and the Institute of Language in Education (ILE) between 1975 and 1988. The records include proposed syllabuses, minutes, memoranda, surveys, discussion papers and reports. Most of the records are concerned with the development and review of two full-time initial courses of teacher education which were introduced in 1980 – a new full-time three-year course and a restructured full-time two-year course. The three-year course was offered at the three Colleges of Education from September 1980, whereas the two-year course was first offered at Northcote College of Education from September 1980, then at Sir Robert Black College of Education and Grantham College of Education from September 1983 and September 1984 respectively. The rest of the records look at the curriculum of full-time courses in general, the planning and review of a course on the teaching of Putonghua at the three Colleges of Education, and the development of a part-time in-service course on the use of Chinese for secondary school teachers in teaching specific subjects for the ILE.

In parallel with the Vision Statement, a Strategic Plan Working Group chaired by Dr KC Pang, the Deputy Director, was established in December 1997, with a mandate to develop a strategic plan for the Institute that would guide short-term and long-term developments and resource allocation.

The Working Group drew upon a large database of views from internal staff and external stakeholders collected through Delphi and SWOT (strengths, weaknesses, opportunities, threats) analyses. These analyses, along with a number of open forums, helped shape decisions about the Institute's strategic direction in Strategy 2000: strategic plan for 1999-2004.

In April 2000, the Working Group on the Development of the Strategic Plan was renamed the Advisory Committee on Strategic Planning and Implementation (ACSPI) to better reflect its new focus on providing advice and support to the Directorate on issues relating to the implementation of Strategy 2000.

The Office of the Planning and Academic Implementation (PAI) served as the unit responsible for all logistical support and for carrying out the implementation work required by the Working Group.

Later, in April 2000, PAI Office's role shifted to supporting the Advisory Committee in modifying the "Strategy 2000" to account for contextual changes brought about by reforms in school and tertiary education (in particular, the wide-ranging reform proposals of the Education Commission).

In February 2009, the University Grants Committee published its Review Report, which recommended one of two options for the Hong Kong Institute of Education to “develop into a multidisciplinary, institution with a focus on education and other complementary disciplines, primarily offering undergraduate and postgraduate degree programmes and undertaking research and research training”. The Review Report provided a clear roadmap for the Institute’s development into an education-focused, multidisciplinary institute with strong research capabilities.

In January 2012, the Institute submitted a report entitled Final Preparation for University Title to the Education Bureau of the Government of the HKSAR. The report articulated that the Institute has transformed into a university-level institution providing multidisciplinary programs at all levels and conducting active research.

This file contains the agenda and minutes of the Steering Committee on University Title, which was responsible for adopting strategies for the re‑submission to the Government of the HKSAR and for considering and endorsing the draft Re‑submission Documents for Academic Board consideration and Council approval.

In addition, the file includes multiple draft versions of the Final Preparation for University Title, reflecting revisions made during the drafting process.
