This fond documents the administration, coordination and policy development of the historical colleges, as well as their collaborative activities. Records include meetings of Principals, joint committees, working groups, liaison activities with the Education Department and discussions relating to academic development, teacher education and institutional planning.

This collection comprises the records of the five Colleges of Education operating in Hong Kong prior to their 1994 amalgamation. It comprises the individual fonds of Northcote College of Education, Grantham College of Education, Sir Robert Black College of Education, the Hong Kong Technical Teachers College, and the Institute of Language in Education.

While independent, the five institutions frequently formed joint committees or working groups to standardise teacher training quality across Hong Kong, often chaired by the Education Department.
