Towards the end of September 1993, the Task Group for Curriculum Planning for The Upgrading of the Colleges of Education was set up under the Further Education Division, Education Department. Members of the Task Group were lectures seconded from the Colleges of Education. Mrs Mak Chen Wen-ning was the convener of the Task Group.
The Task Group was assigned the task of carrying out an in-depth review of the existing curriculum of the Colleges of Education, and to pave way for the final separation of the training of primary and secondary school teachers.

The Working Group was set up to develop a strategy and a timeframe for upgrading the Colleges of Education and ILE into a tertiary level institution and reported to the Provisional Governing Council.
Archival history
Records were maintained in the custody of Dr. Lai Kwok-chan, who was Principal Lecturer of Department of Economic and Public Affairs, Grantham College of Education (1989 - ca. Sept 1994), and continued to be based in the then Grantham Campus of the Hong Kong Institute of Education in a number of capacities including Head of Department of Social Studies (ca. Jan 1995 - Jan 1996), Chairperson of Board of Studies in Social and Business Studies (Jan 1996 - ca. Aug 1997), and Director of Strategic Planning Office (ca. Sept 1997 - Jul 2012), before moving to the Tai Po Campus in 1998.
Dr. Lai transferred the records to EdUHK Archives in 2019.

Scope and content
This file includes draft discussion papers distributed by the Task Group in soliciting views and opinions from lecturers of the Colleges of Education regarding issues related to existing teacher education curriculum.
Also included are miscellaneous papers from the Working Group on Academic Development of the Provisional Governing Council on the delivery mode of HKIEd programmes, and papers from the HKIEd regarding the headship posts in the Department of Social Studies.
