The Hong Kong Institute of Education (HKIEd) was founded in 1994 following the enactment of the The Hong Kong Institute of Education Ordinance in March of the same year. It was one of eight subsidised Universities under the University Grants Committee of Hong Kong.
The history of HKIEd can be traced back to 1853. St. Paul’s College introduced the first formalised program of in-service teacher training. On 25 April 1994, under the recommendation made by the Education Commission Report No. 5, HKIEd was formally established by the merger of four colleges and one institute that were governed by the Education Department of Hong Kong Government.
• Northcote College of Education, established in 1939;
• Grantham College of Education, established in 1951;
• Sir Robert Black College of Education, established in 1960;
• Hong Kong Technical Teachers’ College, established in 1974; and
• Institute of Language in Education, established in 1982.
Archival history
Records in this series were maintained in the custody of Dr. Lai Kwok-chan, who was Principal Lecturer of Department of Economic and Public Affairs, Grantham College of Education (1989 - ca. Sept 1994), and continued to be based in the then Grantham Campus of the Hong Kong Institute of Education in a number of capacities including Head of Department of Social Studies (ca. Jan 1995 - Jan 1996), Chairperson of Board of Studies in Social and Business Studies (Jan 1996 - ca. Aug 1997), and Director of Strategic Planning Office (ca. Sept 1997 - Jul 2012), before moving to the Tai Po Campus in 1998.
Dr Lai transferred the records to EdUHK Archives in 2019.

This file contains correspondence, reports, minutes and memorandum relating to academic structure, new course module development, entrance qualifications, staffing requirements, manpower relocation and resource planning. These documents provide insight into the discussions among senior management regarding the academic planning and academic manpower planning for the new Institute.
